Do the installers created by Packager++ accept command line parameters for a silent/automated upgrade of a target db?

Yes they do - take a look at the "Command Line Execution" topic in the help file (press F1) - it's all detailed in there. But for expediency these are the options:

/mode: "createnew" or "upgrade" - this is the execution mode of the installer.
/server: The name of the target server.
/database: The name of the target database.
/username: A user on the target database that has full administration privileges
/password: The user's password.
/silent A flag indicating that no UI should be displayed during the install.
